マスコミ関係者などが死んだ「定点」は、避難勧告がでていた。
危険地域であることを示すため、公的機関の観測員、消防団員も勧告地域から撤退していた。
しかし、マスコミ関係者は、強制力がないことから、雇い挙げたタクシーとともに避難勧告地域内の「定点」に詰めていた。
そんな中、避難して無人の住民の家に無断で上がり込み、電気、電話を無断使用する事件が 起こった。
住民に不安が高まり、そのためもあって、いったん避難勧告区域外に撤退していた地元消防団は、
ふたたび避難勧告地域内に入り、見回りを始めていた。
これらのマスコミ関係者、タクシー運転手、消防団員、許可を得て中に入っていた地元住民が火砕流に巻き込まれ死んだ。
消防団員以外の地元犠牲者はたしか5名。それ以外が約35名。
避難勧告地域の境界で検問をやっていた警察官2名は、火砕流発生の連絡を聞き、中の人たちに知らせるために勧告地域内に入り、殉職した。

そしてこれが重要なんだが、火砕流の到達範囲は、まさに避難勧告地域内におさまっていた。
避難勧告をマスコミが守ってさえいれば、死者数ははるかに少なくて済んだに違いない。
